Who’s at Fault in Left Turn Accidents?

Florida Laws basically state that when it comes to left hand turn accidents, the party at fault is always more than likely the driver that was making the left turn. Why is this? According to Florida Statute §316.122, the driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction, or vehicles lawfully passing on the left of the turning vehicle, which is within the intersection or so close thereto as to constitute an immediate hazard. This basically means that all vehicles making a left-hand turn at any intersection eg., a traffic control light or 4 way stop sign, must yield the right of way to any other approaching vehicles.
